In 1979, International Standardization Organization (ISO) set upQuality Management and Quality Assurance Technical Committee (TC176), which is in charge of constituting standards for quality management and quality assurance. Since issued in 1987, a standard ofISO9000 series has gone through modification of 1994 edition and 2000 edition, and become today’sstandards ofISO9001: 2000 series.

 

ISO9000 series standard of 2000 edition includes the following suite of core standards of quality management system, which are closely related to each other.

ISO9000 seriesstandard is the scientific sum-up of experiences of many developed countries’ practice in quality management, and it applies to organizations of different types and sizes, and providing different products. ISO 9000 is a family of standards for quality management systems. ISO 9000 is maintained by ISO, the International Organization for Standardization and is administered by accreditation and certification bodies. The rules are updated, as the requirements motivate changes over time.

 

Some of the requirements in ISO 9001:2008 (which is one of the standards in the ISO 9000 family) include a set of procedures that cover all key processes in the business; monitoring processes to ensure they are effective; keeping adequate records; checking output for defects, with appropriate and corrective action where necessary; regularly reviewing individual processes and the quality system itself for effectiveness; and facilitating continual improvement. A company or organization that has been independently audited and certified to be in conformance with ISO 9001 may publicly state that it is "ISO 9001 certified" or "ISO 9001 registered". Certification to an ISO 9001 standard does not guarantee any quality of end products and services; rather, it certifies that formalized business processes are being applied.

 

 

The Occupation Health and Safety Management System (OHSMS) Is the modern safety production management pattern which was arisen in later period of 1980s in the world, is called the epoch-making management method together with management system of ISO9001 and ISO14001. GB/T28001-2001（OHSAS18001:1999）standard is the only OHSMS standard which can be used in the third party certification at present, this standard has provided the structure movement mechanism for each kind of organization, help the organization to improve the safety in production management, impel the occupation health and security, and continuous improvement.

 

Along with the unceasingly progress of industry science and technology, staff′s security and health problem is more and more prominent, the global safety production accident grows continuously. It is estimated by the International Labor Organization that, there are approximately 270 million occupational accidents, 2 million people die of the professional accident and diseases related with the work, 160 million people suffer the occupational disease in the world scope every year, staff′s security and health is seriously threatened. In later 90′s, some developed countries profited from the successful experience of ISO9000 certification, implemented Occupation Health and Safety Management System, to safeguard staff’s health and safety. England promulgated the international standard of BS8800 "Professional Safety and health Management System Guide" In 1996. Later, some organizations of USA, Australia, Japan, and Norway formulated instruction document about occupation health and safety management system. In 1999, 13 organizations of the British Standard Institute (BSI), the Det Norske Veritas, (DNV) society (DNV) and so on proposed the occupation health and safety appraisal series (OHSAS) standard, namely OHSAS18001 "Occupation Health and Safety management System---Standard", OHSAS18002 "Occupation Health and Safety management System ----OHSAS18001 Implementation Guide".

 

Since implementation of the reform and open policy, our national economy has been continuously growing in the high speed, but as one of the important symbols of social development, occupation health and safety condition actually by far lags to the economic development step. In order to improve our production safety level as soon as possible, safeguard general working people′s basic interest, promote trade development, conform to requirement of WTO rules, In 2001, State General Administration for Quality Supervision and Inspection and Quarantine of P.R.China published the national standard GB/T28001-2001 (Specifications for Occupation Health and Safety Management System), this standard covered all technical contents of the OHSAS18001: 1,999, are suitable to any organization which has established Occupation Health and Safety Management System and seek exterior certification to its Occupation Health and Safety Management System.
